Waafi Hub designs and manages innovative financing instruments that go beyond traditional lending models to respond to the realities of startups and SMEs operating in fragile and emerging markets.
Blended Finance Structures: We combine donor funding with private capital to reduce investment risk, crowd in commercial finance, and unlock capital for under-served communities.
Impact-Linked Grant Facilities: We implement results-based financing mechanisms where fund disbursements are linked to clearly defined development outcomes, such as job creation, women-led enterprise growth, or climate-positive practices.




Revolving Fund Management in Partnership with Local Banks and MFIs.
Waafi Hub serves as an Executing Agency for revolving funds, ensuring that capital is preserved, recycled, and continuously reinvested to generate long-term local economic impact.
Financial Institution Vetting and Selection
We conduct due diligence on partner banks and MFIs, assessing governance, liquidity, risk management systems, and capacity.
Repayment Monitoring: We oversee loan recovery and fund reflows to ensure capital revolves effectively and remains available for successive cohorts.
Portfolio Performance and Reporting
We monitors key portfolio health indicators, including Portfolio at Risk (PAR), repayment rates, and report it.
We manage the full funding lifecycle through structured accelerator and incubation programs, covering every stage from calls for applications and transparent selection processes to capacity-building trainings, pitching, fund disbursement, ongoing monitoring, and donor-compliant financial reporting.

SAMIR Fund TA In Partnership With CARE International
Waafi Hub serves as a Technical Assistance Partner to CARE International in the operationalization and management of the Somaliland Agricultural Market Innovation for Resilience (SAMIR) Fund. The main mission is to bridge the financing gap for climate-smart agriculture (CSA) by designing inclusive, sustainable, and locally anchored financial mechanisms.
Our role is to transform the fund into a robust blended finance vehicle that bridges the gap between climate-smart agricultural solutions and accessible capital for smallholder farmers and agribusinesses.
Fund Design, Launch and Operationalization
We establish governance, decision making structures for and compliance systems for the SAMIR Fund, including operational manuals and SOPs to ensure transparency, accountability, and inclusive management. We also strengthen cooperatives as key delivery channels through capacity building in business planning, financial literacy, and governance, supported by Training-of-Trainers (ToT) programs and the development of sustainable business plans and management policies.
We establish systems for performance monitoring, repayment tracking, and continuous learning to generate insights on farmer profitability and fund performance. Using adaptive management, we refine financial products, repayment models, and operational strategies based on real-time evidence.
We also develop sustainability and exit strategies anchored in local ownership and cost-recovery models, consolidating lessons learned into a comprehensive SAMIR Fund playbook.


We apply Human-Centered Design (HCD) through co-creation and validation workshops to ensure the SAMIR Fund is responsive to local needs. This includes supporting the development of the Annual Operational Plan (AOP) for structured official fund Luanch. We also refine the Fund’s operational framework and delivery mechanisms while designing tailored, Sharia-compliant financing instruments that expand inclusive access to finance.
